Our verdict: a working store with a large catalog and simple shipping, held back by an F rating at the BBB, repeated reports of seeds that did not match the advertised strain, and site policies that contradict each other. Buying from Pacific Seed Bank in the USA
Pacific Seed Bank is built for US buyers. Prices are in dollars, the USA page says it delivers to all 50 states, and the shipping page offers two domestic options, both with tracking: flat rate at $9.50 (5 to 7 business days) and priority at $18.50 (1 to 3 business days). Before the parcel moves, the FAQ warns that orders take up to 3 to 5 business days to be inspected, sanitized and packed, so plan on 8 to 12 business days, or roughly two to three weeks, for a standard order.
P.O. boxes are accepted, but the delivery address cannot be changed once an order is processed. You must be 21 or older to buy, according to the terms and conditions, and the site sells its seeds as collectibles “for souvenir, collection and/or preservation purposes”. The homepage describes the products as “100% Federally legal” and the USA page says seeds are legal in all 50 states. Those are the shop’s own claims; read the legal note in the shipping section below before relying on them.
Who Pacific Seed Bank Is
The site does not name a legal entity, an owner or a founding year. What it does publish points in different directions. The terms give an “office mailbox” at 9328 Elk Grove Blvd, Ste 105, Elk Grove, California. The FAQ says the company is located in Northern California, with its corporate headquarters in Barcelona, Spain, and marketing offices in the United States. The BBB profile lists the business at 2665 Santa Rosa Ave, Santa Rosa, California, with the Elk Grove address as a second location and a business start date of May 10, 2018. The footer copyright runs from 2018.
The About page says the team has “spent more than 20 years” hunting down strains, but gives no names or history. Contact runs through a toll-free US number, an email address and a contact form (see Customer Service below).
Catalog and Seed Types
The homepage claims “over 1400+ strains”. On October 22, 2026 the shop page showed 1,161 products: 766 feminized, 337 autoflower and 55 high-CBD listings. The About page, by contrast, still mentions “more than 150 strains”. Either way it is a big catalog. There is no category for regular (non-feminized) seeds, so breeders who want male plants should look elsewhere.
Popular names are all there, including Girl Scout Cookies, Granddaddy Purple, Blue Dream Haze, Gelato Sunrise, Space Candy and Orange Bud, plus autoflowers such as Blueberry Kush Auto, White Rhino Auto and LA Confidential Auto. Pacific Seed Bank is a reseller, not a breeder. The brand names on its product pages include Original Kush Seeds, Original Harvest Seeds, Amsterdam Seeds Co., DNA Crew and Coastal Genetics; the About page lists others such as Dutchman Seeds, Mendocino Farms and CBD Depot. The site gives no background on these brands, and the FAQ and homepage disagree on where the seeds come from (Europe, Canada and the US versus the US, Europe and South America). Several Reddit users call Pacific Seed Bank a “white label” shop, meaning seeds sold under shop-owned brand names, for example in a September 2025 r/microgrowery thread. We could not verify who produces the seeds.
Prices and Pack Sizes
Most strains come in 3, 5, 10 and 25 seed packs. The store shows the 3-pack price first and the full range in its product data. These are the regular prices we saw on October 22, 2026:

So a 3-pack usually costs $33 to $47, or roughly $11 to $16 a seed, and the 25-pack brings that down to about $8.60 to $10 a seed. The 5 and 10 seed prices only appear after you pick a pack size. Some listings go higher: Granddaddy Purple started at $55.00 for 3 seeds ($18.33 a seed). During our check a pop-up offered an extra 25% off four strains (for example, a 3-pack of Pink Panther at $25.04 instead of $33.39). For a reseller of lesser-known brands, these prices are not cheap.
Returns are possible within 7 days of delivery for unused products in their original packaging, after you contact support first. You pay return shipping, and shipping costs are not refunded, according to the return policy.
Shipping by Region
United States. $9.50 flat rate (5 to 7 business days) or $18.50 priority (1 to 3 business days), with tracking, plus up to 3 to 5 business days of processing. Parcels are discreet and unbranded, showing only your name, address and a return address. The shipping page does not say where orders leave from.
UK and Europe. International express costs $29 and takes 7 to 25 business days, with tracking. Stealth packaging is included at no extra charge on all orders outside the United States. Import duties and taxes in your country are your responsibility, per the payment page.
Canada and Australia. Both are on the excluded list, together with New Zealand, Thailand and all OFAC-sanctioned countries. The site does run city pages for Vancouver, Winnipeg and other Canadian cities, but the shipping page is clear that Canada is excluded.
Free shipping. This is unclear. The shipping page lists flat rates only, the shop page banner says “Free Shipping When you spend $60”, and the USA page says “Free shipping on orders over $500”. Check the shipping line at checkout before you pay.
Lost or late parcels. If a parcel has not arrived within the maximum time for your region, Pacific Seed Bank asks you to contact your local postal service with the tracking number. The return policy says it is not responsible for packages lost or damaged in transit and does not reship undeliverable orders (for example, unclaimed parcels) except in cases of natural disaster or force majeure.
Shipping to the US does not make growing legal everywhere. Seed and cultivation laws differ by state, and the federal hemp definition is changing in stages between November 12 and December 11, 2026 (P.L. 119-37, section 781, as amended by P.L. 119-103), which may affect how cannabis seeds can be sold and shipped (Congressional Research Service summary). Check your state and local rules before you order.
Germination Guarantee: What Pacific Seed Bank Actually Promises
The homepage advertises “the industry’s best germination guarantee”. The written terms are less generous, and two pages disagree:
- FAQ: a 90% germination rate; seeds that fail are replaced at no charge, but single-seed replacements are excluded, you pay the shipping for the replacement, and seeds bought more than 60 days before the complaint are not eligible.
- Return policy (germination replacement section): wait 7 to 10 days for seeds to germinate, follow “breeder protocol”, and contact the shop within 30 days of purchase. Pacific Seed Bank considers 90% a reasonable germination rate and “will not replace seeds if your germination rate was greater than 89%”. Replacements are made “at our discretion”, and since March 25, 2022 all seed replacements come as store credit based on the price you paid. If you report problems across many breeders and strains, the shop reserves the right to decide the seeds are not at fault.
Because the return policy is the more detailed and more recent text, plan on the 30-day window: germinate soon after delivery, photograph the process and keep your order number. The policy does not define “breeder protocol” or say what proof it needs. Product pages also show a “100% Satisfaction Guarantee” badge without terms, and the terms and conditions promise “to refund any item you are not totally happy with”, which sits uneasily next to the 7-day return rule.
Customer reports on germination vary. A BBB complaint from May 19, 2026 describes about 20% germination on one order and 3 of 15 seeds on another; it was unanswered when we checked. On the positive side, a r/cannabisbreeding post from April 2025 reports 4 of 5 Gelato seeds sprouting and delivery in about 5 business days, and a r/CannabisSeedsBank post from October 2024 says most seeds popped, though one batch did not germinate and replacements came “after some pushing”, with the buyer paying shipping.
Payment Methods
The payment page shows Visa, Mastercard, American Express and Discover, and accepts Bitcoin as its only cryptocurrency. The FAQ adds that bank cards with a Visa or Mastercard logo work. All prices are in US dollars, so non-US buyers may pay conversion fees, and orders only ship once payment is confirmed. The FAQ says card payments appear on statements under a discreet name. There is no PayPal option listed.
Deals, Loyalty and Discount Codes
As of October 2026, these are the ways to pay less at Pacific Seed Bank:
WELCOME10. A site-wide banner offers 10% off with code WELCOME10.
Free seeds. The shop page banner promises 3 free seeds on all orders over $40. One BBB reviewer in July 2026 complained that a discount pushed their order just below the threshold, so check the total after codes.
Sales. On October 22, 2026 the menu still showed an “End of Summer Sale” and a pop-up offered an extra 25% off four strains. There is also a wholesale division for bulk buyers.
Loyalty. We found no points or rewards program. Be careful with stacked codes from coupon sites: in a BBB complaint from December 2025, a customer reported that several orders were cancelled after the checkout accepted multiple promo codes. Pacific Seed Bank replied that a system glitch had let codes stack, that it could not honor the discount and that the customer was refunded in full.

A US phone line with normal office hours is better than most seed shops offer. Public complaint handling is weaker. The BBB rates Pacific Seed Bank F, citing failure to respond to 2 of the 4 complaints filed in the last three years. Of the two answered complaints, one (May 2024, autoflower seeds received instead of photoperiod) got a reply saying the order had been resent, and the other was the December 2025 promo-code case. The BBB lists the business as not accredited.
Reputation
BBB. Rating F, not accredited, 4 complaints in three years (2 in the last 12 months), and 24 customer reviews averaging 3.83 out of 5 (checked October 22, 2026). Of the ten reviews shown first, seven are five-star reviews posted between April 20 and May 3, 2025; the three newest, from July to October 2026, are one-star.
SeedFinder. The SeedFinder profile carries an orange flag, which SeedFinder explains as “you should be careful with this shop”. Its 41 user reviews average 5.86 out of 10 for product quality, 5.81 for delivery speed, 4.63 for customer service and 5.43 overall. The most recent reviews, from December 2023 to May 2024, report poor germination, a deformed seedling and off-type plants.
SmartCustomer. The SmartCustomer page has a single review (3.5 stars, February 2024) and is unclaimed by the business.
Reddit. Discussion leans negative, with a few positive reports. The recurring themes:
- Plants that did not match the advertised strain: the most discussed thread, r/microgrowery, October 2023 (118 comments), reports half the seeds failing and six plants that looked like six different strains. A October 2026 thread asking for “the consensus” drew similar replies about strains not matching.
- The “white label” question: commenters in September 2025 and July 2024 threads describe the seeds as white label, while at least one commenter in the 2024 thread reports growing Pacific Seed Bank seeds without issues.
- Positive order reports on delivery speed and germination, such as the April 2025 r/cannabisbreeding post.
Forum posts are individual accounts we cannot verify, but the pattern across the BBB, SeedFinder and Reddit is consistent enough to factor into the seed quality and customer service scores.
Website and Grow Resources
The store itself is easy to use. You can filter by seed type, THC level, CBD level, yield, plant height, grow difficulty and taste and aroma, and the order tracking page lets you look up an order with your order number and ZIP code. Product pages list THC, flowering time, yield and difficulty, and there is a large education section with germination and growing guides. The weak spot is consistency. The site gives three strain counts (150, 1,161 and 1,400+), two germination windows (60 and 30 days), three free-shipping answers and three locations. Some product pages contradict themselves too: the Girl Scout Cookies page calls the strain “Sativa-leaning” in one place, “Indica-dominant” in another and 60% indica in its data table. The homepage says seeds are “Lab-tested”, but we found no published test results on the product pages we checked.
Who Pacific Seed Bank Suits, and Who Should Look Elsewhere
A reasonable fit if you: live in the US, want a strain that is hard to find elsewhere, are happy with a small order at $9.50 flat-rate shipping, and will germinate right away so you stay inside the 30-day claim window.
Look elsewhere if you: live in Canada or Australia (no shipping); want seeds from named, established breeders; need regular seeds or PayPal; or want a germination guarantee that pays out in replacement seeds or refunds rather than store credit.
